painted rim with clear coat, is it safe?

so... i heard there's an issue of painting chipping after a while if you get your rims painted. if you get it clear coated, then is it SAFE and last as long as if you did powder coat?

im also looking into powder coating, but there's some issue of rims cracking due to heat.
