Are you kidding? maybe not when you come in the middle of the summer. I have lived here for 6 years and have put on winters every year. Winter tires in VICTORIA now thats a joke.

In Kelowna, when it snows, it really SNOWS. Winter tires are pretty much a must. I have been using winter tires in Vancouver/Victoria too. As soon as the temperature drops below 7, those ultra performance summer tires will just not do anything. Winter tires are great investment if you care about your own safety and others'.
Good luck with your sale OP.

I put winter tires on all my cars , even when I lived in Victoria. Its all about getting caught with you pants down, The worst is driving the "Connector" back from Vancouver in a white out at 12:00 am with "NO SEASONS" on , I will never do it again.
