The legal fact of the matter is that given what happened under whatever the circumstances, a decision was made to protect the child at the expense of a captive animal, which was most likely the right legal decision. Once all the facts and circumstances are fully revealed, we'll see how this play out in a real court (assuming lawsuits are even filed against the mother). If she truly was negligent and I'm sure this will be investigated, most likely she will be prosecuted. If evidence points to that she wasn't, then a prosecution will not be attempted or will most likely fail. That is an entirely different question vs the actual decision of killing an animal potentially endangering a human being.
We can agree to disagree on that one. The way I see it, hundreds, if not thousands of kids visit that exhibit every day and have been for decades. That's called time tested. No issues in 40 years means a very special set of circumstances must've occurred for this one child to get in. That doesn't jive with the mom's assertion that he was only free of her for a second. If it was that easy to get into the enclosure that it could be done in a split second, this wouldn't be the first kid to have done it.
