The whole situation is rough.
In CA an officer can follow and cite you if they believe the exhaust is outside the limits. At that point you have to go to a referee station and have it measured. Nothing the cop did was illegal or even suspicious.

Then there's the removal of the secondary cats which is another illegal move in CA. The car wouldn't even pass the visual portion of the smog check.

Really, the OP has NOTHING to complain about here.

It's a fix it ticket. No big deal. And the cop dropped his other ticket because the car is so loud it could hardly be ignored. Sure he's been looking for you--you and anyone else that sticks out in a crowd. (Number on rule of not getting picked off is not to stand out....)

If this thing can meet noise regs for CA, just go to the referee station (as QS pointed out) and get it signed off. If not, fix it, and get it signed off. No different than a fix it for tint, or front plates, or whatever.

Sucks.. but happens. Gotta pay to play, been pulled over 3+ times for the exhaust. Just get it fixed and signed off.. then put it back on

Wow, there is some really really bad advice on here. lol. I like the guy who said its profiling...really. Let me think, there have been NUMEROUS complaints to the police about a loud black BMW. He then is standing outside giving a ticket as a LOUD BLACK BMW drives by..Yeah thats profiling. lol. Come on. As for "they cant follow you". They will follow you where ever they so feel fit. Its their jurisdiction they will go where ever when ever they want. If you recall, in the other thread, I did call the neighbors idiots for writing the notes. However, the cop was just doing his duty. Keeping the peace as many of complained.

I don't care one lick about a loud exhaust (legal or not), but I would respectfully ask that you please do not speed in a residential area. It's dangerous and simply not worth it. If you feel the need for speed take it to a deserted backroad.

OP, getting pulled over for doing something illegal isn't harassment - it's called breaking the law and getting caught. Get your exhaust to a legal noise level, and drive 25mph through your neighborhood. If you are still getting flack from the neighbors and cops, then you have a case for harassment and could look at exploring legal options. Until you are legal though, you've got no leg to stand on. As things stand you are at douche status and realistically you kind of are terrorizing the neighborhood.

A cops job is to be nosy and get into people's business. He could have made your day much worse. If he wanted to, he could have towed your car declaring it as an unsafe vehicle. Cops have all the power in that moment when they pull you over. Best thing to do is just to hear what they have to say and let it be.

A cop doesn't need probable cause, reasonable doubt, etc to follow you. He can follow you for whatever reason he wants.
