A full detail will do the job.

Wash, clay, alcohol wipe down, inspect swirls, polish, seal, wax ...

The part that will get rid of the swirls is the polish and it requires some knowledge on how to do it. I don't know how and you might need an orbital to get a uniform polish.

I use Griot's orbital and machine polish 3 which is the finest granule polish for very minor surface imperfections. This works very well and is "safe" and will not burn the paint. I bought mine in the kit and it came with a brief instruction manual. It's very easy to use and the results are amazing.

Along those lines, very fine scratches = ZPC (Zaino polish), bigger swirls = Menzerna IP.

I'd try Zaino Z5 first. It is non-abrasive and will not remove any clear coat.
I got some swirls on my old sparking graphite E90 after the guys at the touchless wash place used towels to dry my car (what the xxxx????). One coat of Z5, applied by hand, took care of business. It also adds a rather good shine. If a couple of coats of Z5 don't work, I'd try Z-AIO or Z-PC, both of which are somewhat abrasive.

Get a clear-bra shop to install the film on the CF roof like I did. It protects against anything and never worry about swirls in the CF clear coat.

that is not helpful because it doesn't help him get out the swirls that are currently there. you can also try jeff's werkstatt prime (similar to Zaino ZPC). if you have a PC you should use a black or grey pad.

the handglaze is not going to get rid of the swirls, it is only going to hide them.

Zaino Z5 is another idea. Z2 could work as well. good luck!

True, but it'll prevent future swirls. I don't think there is any way to completely get rid of swirl marks once they develope. And the clear plastic shield helps hide them very well from my experiance.

So, are you saying the clear bra is harder than clear coat and more resistant to swirls?

Clear bra is a plastic film. Clear coat is a plastic film. I'm not saying it's not, but it is not self-evident.
