She should be denied all levels of health care from this point on. She better have to make a substantial deposit upon entering the ER. No level of care should be promised to someone like this, no matter how grave the issue.

Drugs & alcohol overdose, cigarettes and cancer, attempted suicide, auto erotic asphyxiation, base jumping accidents, diabetics who eat bad stuff, a prostitute with AIDS, car racing accidents.

Addiction can be argued to be a condition that the user has little control over. Whether you buy into that or not, that's your prerogative, but at least there's an argument to be had.
