Take the caps off and use a blow dryer to evaporate the water in the headlights. Blow some air into lights periodically to "flush out" the moist air that's in there.

Contrary to popular belief, these lights are vented to atmosphere so you don't need to be worried about sealing them air tight. You just need to make sure that there isn't a path for liquid water to enter the housing again.

I don't think that you will be able to find new caps without buying a new housing (could be wrong though). What I would do is use a dab of silicone to seal the hole so you can reuse your current caps.

I used the blowdryer and opened the caps to help evaporate the water and it worked, but whats really weird is even though all the water is gone from both lights, one of the two headlights still gets fog in them even 15 minutes after i turn the headlights/car off......no idea
