i saw some article written about that law. The year-over-year decrease in accidents dropped significantly during the winter peroids after the law was enacted and enforced.

The MTO (Ministry of Transportation Ontario) promotes use of winter tires opposed to all season and summer on their website, showing the facts. Quebec is manditory, as well allows studded tires I beleive. Ontario does not allow studs.
