Bottoming out!

I'm a careful driver whenever I drive the M3. The other day I was leaving the bank and the exit driveway was steep. Tried my best to escape at the slowest speed possible without bottoming out, but I heard it scrape.

I looked under and the felt pieces that everyone is talking about is fine. It had some worn parts from previous scrapes, but still intact.

The plastic center piece had a chip and its noticeable (at least in my eyes). What is this part and how much is it to replace?
