Stock Lug Head is 19mm.

IF I put the correct bolt 14mx1.5, CONE Shank - 17mm HEAD on a wheel that takes a 19mm Head, will things fit - bearing that as long as the cone shank is making good contact onto the wheel, things should fit just fine ....

The 17mm HEAD part makes no difference as to whether the bolt will make good contact onto the wheel. The 17mm/19mm just tells you what size socket to use to install and remove them. The bottom part could be different. Normally the important thing is what angle the base is cut at compared to the angle cut in your wheel. If they are bolts intended for a BMW and you are installing a BMW wheel you should be fine.

usually the important thing is the thread pitch: 14mm-15. or 12mm - 1.5
and of course the taper of the cone seat or the radius of the ball seat.

All e9x models (including M3) are a 12x1.5 bolt, hex head is 17mm.
