DIY question about Installing front lip with no pre-drilled holes
I ordered a front lip that didn't come with pre-drilled holes for the bolts under the bumper. Would 3M tape and several self tapping screws be sufficient enough or do I somehow need to figure a way to drill holes precisely to make sure the lip is bolted along with 3M tape & self tapping screws?

If you're going to self tap the holes, I would align it up with the existing bumper holes and just use a longer screw with a washer. Mine's held up by 3m tape and 4 screws.

The lip I got didn't have bolt holes drilled, but it DID have little indentions where the holes went. I drilled my holes in those locations and it lined up perfectly.
Check to see if yours has those. I wouldn't install without bolts.
