I heard that rate is also applicable for the M3 E93s. Is it just for the 2008s or also for the 2009s?

Yes, the E93 ///M3 in included as well, but as far as I know, it only applies to 08 model year ///M3's.

The 2.9% is only for 2008 E90 and E93s. The rates are clearly visible on the BMWUSA website.
