I had this issue when I converted to the Dinan Air Intake, see attached image. The image (taken from Dinan's website) is a little misleading as the air filter is not exposed as shown, but resides in the OEM air filter housing. The air filter provided by Dinan (as shown in the image) was a complete PITA to install, you had to get the collar adjusted just right to avoid the fluttering sound. Initially, I experienced the fluttering sound, did some research on Bimmerpost where users detailed their experiences of the Dinan product, and played around with adjusting the air filter collar until the sound disappeared. You did not mention that you had the air filter changed recently, but this is worth checking to see if your air filter collar requires adjustment (even if it is not a Dinan).
