Yes, here in Ontario it is illegal to drive with a red light facing forward (except for emergency vehicles and their flashing red rooof lights).

This is a correct statement. DOT and state MV laws prohibit red lights lights on the front of a vehicle. The statutes are very specific as to what color lights can be mounted on a vehicle.

Put those on in NY and you'll get pulled over constantly. Red or blue for emergency vehicles only.

Not only pulled over, but if you are unable to turn them off there is a good chance your car will get towed.

Ive seen a couple of E46 M3s with Halo lights that change colour at the press of a button. I personally wouldnt have this mod but if you want it I guess this is the best way to go without getting into any trouble with the cops.
