Anyone know why when I put in my 2020 M4 VIN, all the VIN decoders show up with a E46 car? My VIN is WBS4Y9C0XLFH68639, but VIN decoders for FH68639 shows up as WBAAL320X0FH68639.

These VIN decoders are obsolete since mid-2019 when BMW started reusing the last 7 characters of the VIN. Only the full VIN is now unique. Some decoders recognize this and ask you to enter the full VIN or offer to choose the correct car from the ones that match those 7 characters, others just pull the first VIN that matches.

They better update their systems too. Very often dealers and BMW own website asks for last 7 of VIN to figure out the car...

Dealer systems are fine, they have had the necessary functionality for ages. It's the third party decoders, most of which are just hacks into BMW APIs, that are not up-to-date. In some cases they can't be made current without a complete overhaul and it's up to the specific decoders' owners to invest the effort.

Noob question, I'm the 2nd owner of an F32, I'm sure I received the full specs of options that the car was purchased with at the time that I bought it, but can't seen to find it now. If I want the full list of options and other specs for my car, where would I look?

All the usual ones are now no longer working. Trying to pull the full spec of E625708.

Wait a bit and try again. I've seen their database access come and go.

Just checked in, still looks like the third party decoder sites are all having issues. It seems like there might be too many access requests hitting that API and now they can't get it. I was able to randomly pull a VIN 2 days ago but now every site I try seems to throw a various error for too many requests.

UPDATE 2020:
None of these decoders work or return package information. The MDecoder did but for about a week it now says you have used up your allowance. Does anyone know of a BMW VIN decoder that will return package/option info like MDecoder that works?

I have run into the same thing. I was only able to decode a couple of VINs across all of the sites. I now can decode nothing. Mdecoder use to work all the time even up to like a month ago or less.
