ZCP Performance Impact from Tire, Wheel, & Spacer Changes

Interview with Philipp Wänninger regarding ZCP tuning changes made for tire and wheel changes

BMW M team's Philipp Wänninger interview talks about the ZCP car being tuned/engineered to the new wheel setup. What impact on performance will changing the wheel, tire or spacers have? I am not an engineer, but it seems to me making changes would more likely end up having a negative impact on performance.

ZCP stock tire size and performance

Did BMW use the same tire size for the wider ZCP wheels for performance or to save money on using the same tire size used for optional M3 19" wheels that are smaller in width?

Impact of spacers on DSC performance

Will adding wheel spacers have a negative impact on DSC performance?
