Save Tax and buy my brothers car 2010 m3

Hi guys, I am located in Atlanta. My brother bought his m3 couple months after mine. He had Transmission issues. So BMW did a "Collateral Swap" and he got a brand new 2010 m3. Its white and Tan interior with sun roof, DCT and also Tech package fully loaded. The sticker is $72k and he wants $68k. The new car has only 400 miles on it.

For those who don't know what he's talking about cocerning save tax:
As long as the seller already paid the GA sales tax and the buyer lives in Georgia they will not have to pay sales tax on the selling price.
