Typically no, but in most cases you can find a dealer to agree between $500-1k over ED invoice.

I was able to get 1k over with ease.

I just finished my ED by picking my car up after redelivery this weekend. David Aviles who works at Russel BMW in Baltimore will do it at invoice + $200 or $300 hundred fee. His website: http://www.bmwsonline.com/

Not sure exactly, I think it depends somewhat on their order volume; I'm guessing 30 days is very fast and 6 to 8 weeks is more the time frame but others may have more accurate info and David would be able to tell you for sure.
