It has been available as either a factory option or an accessory (Luggage Compartment Package) since the E90 introduction in 2005...

That is called a diffuser... search for vendors, there are several.

Anyone that can get BMW Accessories should be able to get the drawer for you. It is very handy and keeps small things from bouncing around the trunk.

Yes, I worked with my CA to get all of the part delivered and installed prior to me taking delivery of the car. BMW of Austin is great and I highly recommend them to anyone!
