You can name a ton of guys (not only qb's) that were great in College and never panned out in the NFL, just to name a few off the top of my head
Andre Ware
Akili Smith
Joey Harrington
Rashaan Saalam(sp?)
Courtney Brown
Tony Mandrich
KiJana Carter
Josh Huepel,
And the list goes on, the transition from college to the pro's is night and day. Tons of teams in the NFL have All Americans in college that dont see a snap all season. Anyway, I think Tebow is an great talent, a dominant college player, great human being, but I dont see the intangibles that would make a NFL QB, granted he is a full back that is a threat to pass. But he cannot make NFL throws, ever see him throw a 20 yard out... Nope... but he does have a burning passion for winning and that is one thing most pros dont have, its just a paycheck to a lot of them and that could be a positive to a lot of teams, a guy thats willing to do whatever it takes to win. Hell I think he would be happy as a wedge buster on kick-offs.

Yeah, college talent does not equal pro talent necessarily. Heisman examples would be Gino Toretta, Charlie Ward, Danny Wuerffel versus guys like Jerry Rice who came from very small schools. NFL scouts know what to look for in a player beyond what division they're in and how many awards they've got. But when it comes to big name college players sometimes owners get a little over excited and draft them too early in order to generate fan excitement and sell more seats, merch, etc.

What about Brady Quinn, I hope you're not labeling him as a bust.
