Has anyone gotten a 4.X% APR on an E92

From either BMW Financial or another lender? Or is everyone pretty much getting in the mid-5s?

Obviously excellent credit and a reasonable term would be required.

I'm not sure, but I bet you have to be local to Eglin AFB. I would think other local credit unions would have similar rates.
