Mudflap(?) Replacement P/N: 51758040533


I'm trying to replace what I could only describe as a mud flap in FRONT of the rear wheel, just behind the jack pad. I believe the part number to be 51758040533. The first image below is way it looks (correctly) on the passenger side of my car. There are a couple torx screws (approximately sized 25 or 27) that holds the mud flap in place. When I remove this screw and try to place it on my missing drivers side, it doesn't bite. I assume there must be another part between the mud flap and frame. The final two pics below show the large gap between the body panel and the frame for reference (these were taken where the jack pad would normally be). Anyone know what this part could be?
