Not sure on the wheels, but they do replace whatever tires are on there.

I had them replace a stock 19" a couple years ago, didn't have aftermarket wheels at that point so I can't answer for sure.

California Emission Control warranty covers 7 years/70k miles

on the Idle control device if you are registered in Ca.
