Anyone with Knowledge of Brushed Metallic Wheel Finish Process?

I'm looking for unique finishes and I saw a brushed copper finish on a wheel, only problem is I have no idea how this finish is applied. Anyone with knowledge? I'm guessing its paint applied, then somehow brushed while still wet, but I have absolutely no idea. Maybe the surface is brushed prior, then a light color coat is applied, then cleared?

Any input is welcome. I cant find anything on Google or Youtube either. so any comments related to using them is gibberish!

OK, so the best I can tell this is a powder coat process. Probably a transparent color, but not sure how the brushed look is obtained.
