For instance, say I have get a EDC related code, someone needs to be able to diagonse to see if it's a eletronic issue or mechanical issue, and be able to fix either.

Martin Motorsports uses an Autologic device (
http://www.autologic.us/en-us/pages/homeproducts). They were able to do a full diagnostic scan of my 540 using it. I would presume that the device has such a capability for the E9x cars as well.
