If you go to a local, reputable shop to get the pipes and install, they will likely have a "guy" that can pass the car if you hand over a few bills. This is even easier if you opt for an HFC option rather than catless.

Realistically, CA emissions are bogus when compared to what other states get away with...not to mention the carbon footprint for electricity (burning coal), overseas shipping, etc. An M3 HFC x-pipe is pretty guilt free in my opinion...
