Exactly! I've seen shady insurance scams before and this seems like one of them. I have been rear ended 2 times. Once in my Audi TTRS by a Porsche Cayenne going 15mph (I was very suprised the damage was so small), cost $1500 to fix. And once in my old E36 325is going less than 10mph cost me $1k to fix.
I have had two friends rear ended and a big hole was ripped out of their bumper, nothing needed replacing on the body panel. They did replace the bumpers and repainted...both less than $1500.
