For the benefit of others, I wanted to post and say that paint cleaner took this off without issue. As I mentioned, it was a chemical contaminant, not a residue from wax. I used some old Meguiar's Medallion I had, but it was fairly easy to get clean and I'm sure even a cheap paint cleaner would do the trick. Followed it up with some sealant to protect it from future issues.
