the govt gives subsidies to companies that do X.
Then, the govt spends $ to fix what that same company has done (i.e. environmental etc, like saving the wildlife etc)
So, basically the govt pays company A to do X, then spends money to fix the problems company A cause by doing X.
Sugarcane harvesting is one example I remember.
