Well driver skill makes the biggest difference. You can swap suspension and not be any faster if you don't know how to make use of it.
But all things being equal, a proper suspension/tire setup makes all the difference. Fast through corners means you are already going fast through the straights.
That's why some of those really high HP cars driven by beginners are completely dumbfounded why there's always a miata on their tail.
