It is fine that the replacement pipes are not welded all the way around. There is no way they can weld it 360 degrees unless they also cut open the bottom of the muffler. Most everyone that does the bypass mod just welds "as much as possible." The original pipes were full of holes so having a small gap in the welding isn't going to be an issue
