George Russel had a 5 place grid penalty for a manhole cover destroying his car in 2019 Baku. His repair didn't involve quite as much as Sainz, so less penalty. He was racing for Williams at the time, but there's an obvious relationship between Merc and Williams. I wouldn't be surprised if Toto was just arguing for equal treatment under the rules, which makes sense. Apply the rules evenly, and if somethign doesn't make sense in the rules, change it.
