Actually 22 miles isn't that much...
For an oil change, since we don't have a dipstick. they can't just let the car sit. They drive around so the oil warms up then measure it while it's at operating temp, then drive back.
You cannot measure it when it's cold, and you shouldn't let it sit (As the manual states, you should warm the car up while driving).
As we all know, it goes take a good 8-12 miles to get the oil up to operating temp, and they would need to drive those same miles back.
So 22 miles seems fine IMO
But the fact that the invoice doesn't show the extra miles... now THAT is weird.
