I remember reading the discussions at the time and many noted the performance of the CSL vs a regular e46 M3 was due to tires.
However, if the CSL was equipped with pilot sport cup+, the
+ being the key, they offer similar dry grip as PS2s as noted by C&D track times. The difference being the sport cup+ was more consistent and held up to heat better.
