well Adobe Photoshop is a great one. I took some classes in school that taught basic editing with it but he probably won't be exposed to that until high school. I started playing around with it when I was about 14 or 15 and learned much of it on my own.

For starters with Adobe Photoshop CS2:

Image->Adjustments->Auto Levels, Auto Contrast, and Auto Colors usually fixes a lot of basic things.

Filters->Sharpen->Smart Sharpen you can make the images look sharper/crisper.

Image->Adjustments->Brightness/Contrast you can change those two things

Image->Adjustments->Hue/Saturation you can increase saturation to make more vividly colored photos, or decrease it entirely for black and white.
