Also, its kinda "ordinary" in terms of it just being water out of a sink faucet... however that is also kinda cool since its an every day thing.
Then you have silent stream. I love the hazy water moving water trick, always been one of my favorites and its done all by the actual photo instead of in PS, but I think over all it lacks that little "kick" from PS in the color department and is left a bit on the "dull" side.
all in all they are both great pics, which makes it oh so hard to choose.

Its not blur nor a photoshop effect, its called Depth of Field (or more commonly referred to as DOF).
