No, MFs are rarely published anywhere - and you can't go directly thru the bank, only thru dealers. I was told by a lease broker who has done many deals for me in the past. He told me to press my dealer on it since he couldn't touch the .00165 rate with the banks he works thru. He sadly sent me away. He first found it in the lease rate system all dealers use to see bank rate offers.
So, I pressed my dealer on it, told him what I understood to be offered by WFB, and he said, yup, its true. He then marked it up .00005. No biggie - I was happy.
Nationwide, not sure. I'm in the Rocky Mountain region. Check with your dealer, as they are the ones that can offer it.
