If you read that SAME ARTICLE it states that Toyota has only one single laptop in North America that can read the ECU data stored about the pedal position after a crash.

Same article also states Toyota has been unwilling to cooperate on releasing the ECU data after crashes despite subpoena. So anyone driving a Toyota involved in an accident has a pretty darn good chance of claiming unintended acceleration or stuck pedal and no one is really going to be able to prove it otherwise.
