no specialist needed. Water is not compressible; so when it gets sucked into the intake and the car is running the rods bend as the forces are too great.
Newer cars are totalled alot in floods as there are many electrics under the seats and throughout the car. Its wiser for the insurance company to wash the car up front rather than repair it and deal with all the issues/electrical gremlins that may arise as they would be on the hook for the related damages.
