In this case they probably only needed new fenders, and who knows, maybe they were even able to carry that over aswell. They save millions by doing it this way. Why would they spend all that money to tool up for the extra parts. Its just smart business to do it this way. Espcially since the M3 doesnt sell anywhere near the volume the regular 3's do. So the would have to sell alot more (or charge alot more) to see a return on their investment.

I'm not quite sure I follow this logic. The E90 M3 does use a different hood. The fenders are likely different as are the headlights. It would be more cost effective to retain more similar parts.
I feel that the reason why BMW did this was to differentiate the E90 M3 from the E90 non-M3s.
