Yes, Bilstein makes a non-damping adjustable PSS setup but not for the e9x M3. For the e9x M3, only the PSS10 SA setup is offered.
As an FYI, Bilstein is starting to release a Clubsport DA setup:

I don't think they've released an e9x M3 Clubsport DA setup yet...
