I'm not sure where one can buy faces. Perhaps your favorite local shop? Or craigslist or classifieds?
As far as assembly, any shop or wheel shop can assemble. It's as simple as bolting the face to the barrel and torquing to the right specs. Locally, SonicMS assembled my new wheels. Or, for a wheel specific shop, I've used Wheel Techniques in santa clara a few times.
