I was thinking maybe I can have the local dealer where he bought the car handle the transaction? I "trust" the dealer. Maybe I would even fly in to drive the car, check it out, and do the transaction in person.

You pay the bank or who he has the lien with. Arrange with them to send the lien release to you. Shouldn't be too hard. He has the title, it just has the bank on it. You will take the title and Leon release to title in your state.
