I think the issue here is that seizures are usually done with more serious offender like drug dealer, who pay no taxes what so every, also this is usually done to recover enforcement costs.

Unless the person is habitual DUI offender their car is not impounded and seized. With that said, we obviously only have part of the story here, Not sure what the entire story is as it relates to this guy and his car.
