what else would it be lowered by? the springs set the ride height and support the vehicle. the struts only dampen the oscillations in the spring. for 1/2", they probably have a strut that can cover that small difference without creating two different struts. makes sense. firmness of the struts will have absolutely zero effect on static ride height as you measured it. they will still compress until the springs support the car.
