2) what? Thats not always the case. The last placed I worked you'd be amazed how busy and involved Govt employees were on a daily basis.

The best answer is that it all depends on where you are, whom you work for, the Govt Agency, the contract, etc. There are bad contractors just as there are bad Govt employees, same for good ones.
