There are TSA approved luggage locks. At some airports (like MIA for e.g.)there are services/vendors that shrink wraps your luggage(s) for a fee. I think this is the most secure, especially when you're going to airports/destinations you are unsure of (like some south american countries).

The (more dangerous) flipside of this situation is when drug traffickers put merchandise in your luggage as a way to smuggle drugs in/out. That is a far more bigger concern than losing some belongings out of your luggage.
