The dude looks like Steve Austin. The Cops knew immediately after hitting him with a night stick that it did nothing to him. That's a threat right there and a potential worry for the officers who might have to arrest him, knowing he can easily resist arrest if he's not subdued -- So they subdued him.
Nothing wrong with that, imo.
