Keep in mind that review was on an E46 M3 with very limited driving time and not correctly setup(ride height not set correctly and alignment wasn't done).
What he meant was the ride quality isn't significantly better than the Koni on the street, and we all know Koni's ride very well and better than OE. You have also experience how well the Koni based double adjust coil overs with 350F/600R ride on the street in an E90 M3.
