I'm not sure about residential tenancy laws in the US (or your state), but in most places witholding rent from an owner is illegal and in breach of contract (even if it's because required maintenance has not been carried out). The tenant has every right to bring the maintenance matter to a tribunal/court but they must still pay the rent in full and on time.
It seems as though you've taken all the necessary steps to effect the repairs of the premises, but the tenants are too bloody-minded/stupid to realise. If you've got proof (work orders, receipts etc.) then the tenants really have no legal leg to stand on. As well, if they continue to withold rent, then you have every right to commence eviction proceedings as outlined by the contract and/or the tenancy laws in your state.
